The Housing Choice Voucher (Section 8) Program (“HCVP”) is a federally-funded program under the U.S. Department of Housing and Urban Development (“HUD”). It provides a rental subsidy to Program participants to rent an apartment in the private market. The eligible participant will receive a Voucher to search for an apartment. Bayonne residents receive first preference.

The participant must find a suitable apartment within the fair market rental amount for the appropriate bedroom size. The BHA must inspect and approve the apartment before the participant can move in. The participant is responsible to pay utilities and may be required to provide a security deposit to the landlord. The participant and the landlord enter into a lease agreement for the apartment. The participant pays their share of the rent, which is based on 30% of the adjusted household income, directly to the landlord and the BHA pays the balance directly to the landlord.

When your application is deemed eligible, you will be placed on the waiting list by the date and time it was received. You must inform the BHA of any change to your address, contact information, household composition, etc. It typically takes several years for your application to reach the top of the waiting list. When your application reaches the top of the waiting list, you will be contacted by mail.
